Choose Permafrost when your loadout already slows enemies and you need stronger movement control during the effect.
Pairings and trade-offs
Everwinter adds two seconds to slow duration. Frost Orb increases damage taken while slowed. Permafrost does not replace the need to apply slow, and slow-immune targets require another plan.
