Choose Tinderbox after you can start fires and bring enemies into contact. Dense groups give the spread condition more opportunities than separated targets.
Pairings and trade-offs
Slow Torch extends an existing burn, while Napalm creates a crater after a vehicle dies from fire. Tinderbox needs contact and an initial burning enemy to start spreading.
